Basic Function

Conducts complex/basic conceptual/order of magnitude (ROM) capital cost estimates. Reviews design scope criteria and develops quantities for undefined scope assumptions in coordination with other stakeholders/ departments. Prepares estimate basis and assumption documentation. Reviews basic software generated estimates for completion and technical accuracy while ensuring that the quality and integrity are adhered to. Also have the ability to incorporate historical data and applicable lessons learned from previous projects. Participates in establishing pricing structures to be applied to quantities for estimates.

Roles & Responsibilities

• Reviews design scope criteria and develops quantities for undefined scope assumptions in coordination with other stakeholders/ departments.
• Prepares estimate basis and assumption documentation.
• Reviews basic software generated estimates for completion and technical accuracy while ensuring that the quality and integrity are adhered to. Also have the ability to incorporate historical data and applicable lessons learned from previous projects.
• Participates in establishing pricing structures to be applied to quantities for estimates.
• Takes a lead role in estimate reviews and presentations.
• Understanding of craft productivity, current market pricing in related areas, and knowledge of construction practices in local work region.
• Prepares cost studies utilizing historical data, statistical analysis, and quantity comparisons. Develops new techniques as required to meet specific needs.
• Converts estimates into project budgets with execution team clearly communicating assumptions and rationale.
• Assists project teams in identifying scope deviations.
• Analyzes cost/price data from suppliers/contractors.
• Participates in and contributes to Value Engineering studies.
• Understanding of cost index and escalation projections.
• Knowledge of global market pricing and construction practices.
• Knowledge in the use of technology for executing work processes.
• Demonstrated ability to readily analyze estimate data and correlate to other projects.
• Ability to build a conceptual estimate with minimal engineering documents.
• Understanding the relevant commercial influences (ie, insurance, taxes, etc), commercial terms, etc.
• Understanding risk, where risk can exist, factors contributing to risk, risk management and categorization, and terms in risk management.
• Ability to read and understand engineering deliverables, such as P&ID’s, pipe specs, electrical one-lines, other design drawings.
• Ability to read and interpret documents such as safety rules, operating and maintenance instructions, etc.
• Ability to write routine reports and correspondence.
• Ability and willingness to multi-task and prioritize several projects while completing assignments
• Must be well organized and possess the necessary skills to effectively communicate in both verbal and written forms.
• Must be able work both independently without continual oversight and direction, as well as in a team environment.
• Ability and willingness to conduct or participate in a field trip to an operating plant or project site.


Min. Qualifications

  • Bachelor’s degree in engineering
  • 8+ years of estimating experience in Oil & Gas / Chemical industry
  • A minimum of 5+ years of experience using Aspen Capital Cost Estimator (ACCE) [aka Icarus K-base], preferably used in a multi-discipline capacity
  • Experience in EPC estimating practices and methods, including demonstrated ability to organize, direct, perform, review and present cost estimates with minimum supervision.
  • Thorough technical and practical comprehension of engineering, procurement, and construction methodologies.
  • Must have advanced computer expertise, i.e. Microsoft Excel, Work, Access with the ability to create/ work in complicated spreadsheets and databases.
