General Summary:

Qualcomm’s SW Engineering IT Operations team (Global Operations) is responsible for overall support of SW Engg application and its tools globally.  
We are looking for a well experienced and seasoned technology manager with primary focus on D2D operations, Programs/implementation (short and long term). 
This role offers to lead a team of SMEs and provide expertise thought process, extensive collaboration with Engg stakeholders, Infra, ISRM partners and other end user coordination community. 
As a Capability Ops Ownership (COO), the role involves defining KPIs for individual services, oversee operational scorecard, responsible for process documentation and key focus on Program improvements across services.  
The role expects to work with the team of highly skilled individuals working from different geography.
As a Senior Program Manager, you will be responsible for driving and delivering multiple complex Programs simultaneously. In this role, you will provide Program leadership, anticipate bottlenecks, mitigate Program risks, quantify the impact of making tradeoffs, and balance business needs against technical constraints. You will work closely with stakeholders across various IT, software, and vendor teams to identify and drive innovative solutions that achieve business goals and align with long-term product roadmaps.

Our ideal candidate will have a well-rounded PM/DevOps practice, with demonstrated experience leading cross-organizational technical program/operation management Programs and will have a deep technical background in building platforms leveraged by many
Responsiblities:
o    Overall, 15 years of experience in software operations and DevOps and managing complex technical Programs interfacing with software engineering. 
    5+ years of Program management disciplines including scope, schedule, budget, quality, along with risk and critical path management experience.
    Experience managing Programs across cross functional teams, building sustainable processes, and coordinating release schedules.
o    Manage large, complex technology initiatives, delivering critical solutions, significant improvements, new mechanisms, or deprecating systems that are no longer needed. These efforts require work with multiple teams in and/or across organizations.
o    Set a great example to others in Global operation and DevOps practices, deliver the right things, define clear goals and objectives, drive crisp decisions in the program area about what Programs move forward and in what priority order, proactively identify risks and bring them to the attention of the team and stakeholders with plans for mitigation before they become roadblocks.
o    Judiciously add, refine, and remove procedures. Increase the productivity and effectiveness of the teams you work with by applying Program management best practices.
o    Oversees all internal and external Program dependencies, risks and critical paths. Ensures contingency plans are in place. Recommends solutions and approves plans & timelines; understands overall impact on all stakeholders.
o    Responsible for ensuring all programs and Programs include defined success metrics/KPIs and that they are met for in the final delivery.
o    Ensures change management processes and tools are in place to communicate changes that threatens Program deliverables.
o    Provide weekly program status updates via the standard template. Represent the program to Sr leadership.
o    Track and maintain cross-functional program plans, work with other cross-functional groups within Software engineering to manage dependency and deliverables.
o    Strong understanding of licensing models (perpetual, subscription, evaluation, usage, ) and their implementation (capacity based, feature based, strict enforcement versus trust and verify for connected and disconnected environments).
o    Lead the design and implementation of all hardware and software infrastructure for large scale customer Programs.
o    Experience delivering software applications using structured software development lifecycle (SDLC) methodologies.
o    Proven experience in global capacity management for Virtual infra.
o    Strive for continuous improvement and build continuous integration, continuous development, and constant deployment pipeline (CI/CD Pipeline).
o    Very good exposure to Server and Storage environment.
o    5+ years exp in administering applications on Linux or Ubuntu platforms.
o    Various Operating systems knowledge is a must.
o    Familiarity and exposure to OS platform (Linux), networks, Load Balancers, Firewalls, Web Security is needed.
o    Knowledge of or experience in AWS or other cloud technologies would be a plus
o    Demonstrate strong initiative and ability to work with minimal supervision or direction.
o    Strong interpersonal, and organizational skills a must. 
o    Demonstrated success for larger multi-disciplined groups required.
o    Excellent verbal and written communication skills.
o    Strong operational experience and should have led and provide direction to individual team members during crisis.
o    Monitor ‘operational health’ continuously, prepare scheduled reports/metrics.

o    Bachelors in engineering – Electronics, computer sciences.
o    Preferred to have familiar with ITIL Service Mgmt process. 
o    Excellent verbal, written, and presentation skills Required to work to a high standard, be self-motivated and work well in a team.
o    Have good customer service experience and can clearly and concisely convey useful information.
o    Proven ability to work within a geographically dispersed team and as a self-directed team leader representing a team of highly qualified individual contributors.
o    Experience with formal Change management processes preferred Strong interpersonal and cross-cultural collaboration skills.

o    Excellent interpersonal communication and organizing skills to coordinate Program activities.
o    Ability to communicate with others effectively.
o    Excellent understanding of Ruby, Python, Perl, and Java
o    Awareness of critical concepts in DevOps and Agile principles
o    Prior experience with building, managing, operating technology infrastructures in AWS/AZURE/GCP including supporting applications built in the cloud and migrating applications into the public cloud.
o     Demonstrated ability to develop and execute a resource plan that ensures the right people are in the right roles at the right time, and employees are highly engaged and motivated.
o    Deliver effective service management through the definition and adoption of a governance practice that uses KPIs and metrics to track and measure the quality-of-service delivery to external clients.
o     Expert technical troubleshooting skills and/or the ability to implement processes and controls to find root cause.
o    Prior experience with a broad set of information systems and technology infrastructures, including network, database, and customer facing systems, data center operations, proven large-scale 24x7 operations expertise and managing IT vendors.
o    Creating and maintaining standard operating procedures (SOPs): Creating and maintain COP documents.

Minimum Qualifications:

• 7+ years of IT-related work experience with a Bachelor's degree.
OR
9+ years of IT-related work experience without a Bachelor’s degree.

• 4+ years in a leadership role in projects/programs.
